  1. You see some blueprints nearby, they’re supposed to be building a trading hub, or storage hall for a rich merchant involved with the military

    You find a scroll in one of the worker’s belongings, they’re from a problematic church

    You find a symbol in some of the materials, you recognize it from a certain scholar or mage with questionable funding

    You see blueprints for a barracks, same militia as the guys Minnie is disguised as
